According to the real life Richard Speck murders. Following his eccentric behavior ends in rejection from many ladies, Warren Stacy starts murdering girls, constantly while he’s nude, which lessens some physical signs left behind. Detective Leo Kessler is convinced about Stacy’s remorse and, on the conscience of his own partner, plants signs to make him behind bars. When Stacy is published on a technicality, he threatens to go following Kessler and his loved ones, leaving Kessler to shield himself with minimal help from law enforcement.
